How to convert voltage to charge anything?

I have a solar panel that is labeled: maximum power (pm) open at the time of tension 50w circuit (VOC) 21.6V Short circuit current (ISC) 3.2A maximum voltage (CMV) 17.6v Max power current (Imp) 2.84A temperature. -45 C to 86 C greater tolerance or minus 5% of the panel is + or - wiring, I know how I can use this solar panel charger for my electronic devices in the sun, i does not require a battery to maintain power. Basically I have to convert this current from 5v to 3.7v charger my battery in my electronic devices. Thanks

Production run through a 7805 voltage regulator (integrated circuit) for 5 volts.
